• Cuthbert succeeded Doctor Elma Morgan as the Director of Infant and Maternal Welfare on 1 August 1937,
• She worked especially for women's health issues, including a birth control clinic and an infant / maternal welfare clinic.
• She was the medical adviser to the National Association of Colored Women's Clubs and chaired the Maternal Welfare Committee of the District of Columbia Urban League.
• In 1934 she became a County Councillor in the recently merged Newcastle-under-Lyme Council, continuing her advocacy of child and maternal welfare issues through a number of different committees.
